The Government of Sindh, School Education & Literacy Department has issued the latest notification on 3rd June 2022 in connection with Annual Increment Clarification During Contract Period of Teachers (ECT/JEST) hired during the year 2018-2021.
Clarification of Annual Increment of Contract Teachers
I am directed to refer to your letter dated 08.03.2022 followed by reminders 09.03.2022 & 18.04.2022 on the subject noted above and to state that School Education & Literacy Department has completed the process of appointment of Junior Elementary School Teachers (JESTs) (BS-14) and Early Childhood Teachers (ECTS) (BS-15) (contract employees), their issue of Annual Increment is yet to be decided.
The JESTS & ECTs appointed during the year, 2018 onward under the Recruitment Policy, 2017, the terms & conditions (i.e. TORs) of appointment of service mentioned therein & made legally binding by way of contract between department and appointees thereupon, explicitly allowed Annual Increment to contractual teachers same as it was allowed to regular teachers.

It is pertinent to mention here that the posts of teachers, appointed through IBA Sukkur on contract basis, are reflected in the budget for the purpose of basic pay in the SNE (Vol-III) of the Budget Books, thereby clearly indicating an allocation, in each budget, in respect of Annual Increment.
It is therefore, clarified/confirmed that as per TORs of appointment, JEST & ECTs hired during the year 2018-2021 appointed on contract basis under Recruitment Policy, 2017 are eligible for Annual Increments from the initial year of their appointments on contract basis, keeping in view that all such appointments were made against “Basic Pay Scale(s)/Basic Scale(s)”, which is the basis for Annual Increment.
