Celebration of Shan-e-Rehmatul-Lil-Alameen 2021

DPISE (Directorate of Public Instruction Secondary Education Punjab) has issued the official notification on 4th October 2021 in connection with celebration of Shan-e-Rehmatul-Lil-Alameen for District, Tehsil, Division and Provincial level.

Kindly refer to Higher Education Department, Government of the Punjab letter No. SO(A-I) 8-30/2011(P-1) dated 24-9-2021 on the subject cited above.

It is submitted that a proposed plan for the subject cited programme has scheduled for Tehsil, District, Division and Provincial level for Elementary/Secondary Wing which is discussed as under;

  1. The formation of Committees from Tehsil to Provincial level for execution and monitoring of the conduct of Qirat/ Naat/Speech Week Shan-E-Rehmatul-Lil-Alameen w.e.f. 07-10-2021 to 15–10-2021 has been proposed as attached herewith for consideration/approval.
  2. The detail of SOP’s/instructions for implementation of the program for all tiers involved the implementation process has been prepared.
  3. The Schedule for the conduct of the said competitions has been proposed.
  4. The Assessment Criteria of of Qirat/ Naat/Speech Hafta Shan-E-Rehmatul-Lil-Alameen is attached for consideration/approval.
  5. The Duties/Responsibilities of Markaz, Tehsil, District, Division and Provincial level are attached herewith.

Instructions For Qirat/ Naat/Speech For Secondary/Elementary


  1. The Special Secretary School Education Department will be the convener of the Programme at provincial level, however DPI (EE) will be the focal person for Elementary Level Competitions to assist the Special Secretary School Education Department.
  2. The committees at Tehsil, District, Division and Provincial levels have been constituted for monitoring the HAFTA SHAN-E-REHMATUL-LIL ALAMEEN 07-10-2021 TO 15-08-2021 COMPETITION QIRAAT/NAAT SPEECH (ONLY URDU) . They will be held responsible for monitoring the whole programme.
  3. All focal persons will be responsible to ensure arrangements for the conduct of programme within their jurisdiction, to convey instructions to the lower formations and to monitor the conduct of Competitions from Tehsil to Provincial level.
  4. All Divisional focal persons will brief the Tehsil convener within their concerned division and provide documents/material to them. The district conveners will do the same towards the Tehsil level convener within district and Tehsil convers will do the same to Tehsil level convener within Tehsil.
  5. All officers working in their particular sphere will be briefed effectively regarding Competitions so that the programme may be conducted successfully in all respects.
  6. The Judges for School Level Competitions will be selected from other School and Similarly for Tehsils, District and Divisional level Competitions.
  7. All committees will propose judges more than requirement to meet the emergency / severe need.
  8. All committees (School to Division) will convey particulars of Competition Centres to their upper level committees so that the judges may be provided for each Centre. The assignment will be done on preference basis.
  9. All committees (School to Division) will recommend names of teachers (as Judges) subject to their capability in relevant subject for speech and essay writing. Names in double number will be presented for selection of judges compulsorily.
  10. The Competitions at Secondary & Elementary level will start from Tehsil level.
  11. The decision of Judges will be final. No appeal will be filed against it nor it will be challenged at any forum.
  12. All Committees will broadly advertise the programme in complete order. The whole field administrations, media and communication agencies / modes will assist the committees. Banners will be adorned outside all Competition Centers bearing the words “HAFTA SHAN-E-REHMATUL-LILALAMEEN 07-10-2021 TO 15-08-2021.COMPETITION QIRAAT/NAAT SPEECH (ONLY URDU)” in bold.
  13. Arrangement of drinking water, seating arrangement and cleanliness will be ensured at Competition Centers.
  14. All administrative committees will make local authorities and police officers aware of the programme so that help may be sought from them in any emergency / severe need.
  15. All administrative committees will convey Health Department also so that their help may be sought at the hour of need.
  16. All committees will preserve complete record with them. Results will also be conveyed to Provincial level committee on the same day. Each Committee will be responsible to preserve marked essays and not to lose / destroy them at any cost.
  17. Conveners of all committees will provide their contact No. (Mobile / PTCL) to all Convening Committees and Heads of relevant Competitions centers.
  18. All conveners and members of committees will be in contact with their respective Tehsils and seek progress from them. They will be bound to provide guidance / help at every difficulty. They will be bound to provide results to their focal persons on daily basis.
  19. Conveners at Tehsil, District and Division levels will establish a control room in their offices at the earliest and make their representatives sit there permanently to help people on receiving their references’ / complaints and provide them sufficient guidance. Provincial level committee will be conveyed the particulars names, phone / mobile No. etc. of these representatives.

SOPs For Shan-e-Rehmatul-Lil-Alameen Week


  1. The Speech, Qirat, Naat of Elementary level (Class I to class Viii) Competitions at Elementary level and Secondary level Class 9-12 will start from Tehsil level.
  2. Competitions at Elementary level will be held separately for boys and girls and their centers of Competitions will also be separate.
  3. Students from the institutions where co-education is provided will participate separately in Competitions for boys and girls only for speech Competitions and no male student will be eligible to participate with female or vice versa from Elementary/Secondary level. If defaulters, the membership of the participant will be cancelled and he/she will not be
    entitled for hearing anywhere.
  4. One student is entitled to compete in only one event. No student will be allowed to participate in more than one event.
  5. The Qiraat/Naat & Speect at Elementary/ Secondary level will start from Tehsil level.
  6. The result of the evaluation of the Essays will be announced on the same day of the competition.
  7. Only 1s Position holder of each event i.e. Qiraat, Naat & Speech (Urdu) of School level will participate in Tehsil Level and similarly of Tehsil level will participate in District,
    Division & Provincial level concerned.
  8. The students from Class-1 to 08 will participate in Elementary Level Competitions.
  9. The students from Class 9-12 will participate in Secondary Level Competitions.

Duties and Responsibilities of Committees


Provincial Committee

  1. To work under the guidance of the Government and perform all activities as per guide lines.
  2. To arrange for the conduct of Provincial level Competitions and appointment of judges for all the events and selection of venues, etc.
  3. To monitor the progress on the implementation of the programmes and make teams for the monitoring of programmes at Provincial level.

DIVISIONAL COMMITTEE.

  1. To give briefing to the conveners of all district committees about the details of programmes and to implement them.
  2. To give wide publicity to all the events through local press/media and field offices.
  3. To identify the suitable judges for District level and Division level Competitions and also select more judges than actual requirement to maintain reserve quota.
  4. To provide the list of judges category-wise to the provincial level committee for inter-divisional postings.
  5. To identify suitable centres/venues for holding Competitions at Divisional level and notify such centres for the information of all concerned. Also provide lists to the Provincial Committees.
  6. To arrange for all facilities like seating arrangement, sound system, Batteries/generators, drinking water arrangement, security arrangements, etc at the Competitions centres at Divisional level. To keep liaison with Divisional police and Civil Administration for seeking help and effective cooperation in convening programmes.
  7. To monitor the activities of the District programmes and lower formations to ensure their smooth, fair and transparent conduct.
  8. To provide guidance to district and lower formations in case of any difficulty/problem.
  9. To keep liaison with the local Health Administration for the provision of assistance if required in emergency.
  10. To act as Appellate Committee to dispose of any sort of complaint/problems at Divisional level.
  11. To act in accordance with close liaison and guidance of the Provincial Committee.
  12. To ensure the compilation of results of all events of Divisional level Competitions and to convey them to the provincial Committee in sealed envelope on the same day.
  13. To maintain proper record of all Competitions of Divisional level regarding participants, venues, judges, results etc.

DISTRICT COMMITTEE

  1. To implement the programme provided by District Committee in a fair, transparent and impartial manner.
  2. To give wide publicity to the schedule of programme among public and private schools through local press/media and field formations.
  3. To identify centres of Competitions at Tehsil level separately for boys and girls and notify them for the information for all concerned.
  4. To ensure that proper facilities like seating arrangement, sound system, batteries/generators drinking water and other facilities are available for the participants.
  5. To ensure that judges appointed by the District Committees do attend the programme. In case of any problem, the District Committee be consulted.
  6. The results of Tehsil Competitions and proper record be maintained.
  7. To ensure that in all Tehsil Competitions, the judges of other Tehsils have been appointed.
  8. To arrange for Prize award ceremonies at Tehsil level as per instructions.
  9. To monitor the activities of the Tehsil programmes and lower formations to ensure their smooth, fair and transparent conduct.
  10. To act as Appellate Authority in cases of any complaint/ representation of Tehsil level Competitions.
  11. To keep liaison with local police and civil administration for help/assistance in case of any emergency.
