Decision of Federal Secretariat Employees Uniform Increase of Salary 120 on Basic Pay

Bureaucracy has submitted the recommendations of uniform increase of salary 120% on Basic Pay. The decision of Committee dated 23rd January, 2020 in this regard has been shared due to the disparity in Pay Packages between provincial secretaries and Federal Secretaries.

Since Secretary, Finance division, could not attend meeting due to some pressing engagement, Mr.Muhammad Sohail Rajput, Additional Secretary, Finance Division, Briefed the members about progress on the matter. It was informed that the Finance Division has completed its initial work on the recommendations of the committee. The Adviser to the Prime Minister on Institutional Reforms and Austerity has also been taken on board, the committee was informed.

Finance Division informed that three different proposals were under consideration:

a) A uniform increase of 100% of basic pay as Secretariat Allowance for all employees BS-01 to BS-22 of Federal Secretariat.

b) 50% of basic pay as Utility Allowance for employees in BS-01 to BS-16; 100% of basic pay as Special Incentive Allowance for employees in BS-17 to BS-20 and 150% for BS-21 and BS-22; whereas, Federal Secretaries and Additional Secretaries in-Charge Ministries/Divisions will be entitled to Executive Allowance equivalent to the Chief Secretaries.

c) A raise in basic pay for cadre posts of Federal Secretariat only at the following rates:

i). 100% of basic pay for Section Officer (BS-17-18), Deputy Secretariat (BS-19) and Joint secretary (BS-20);

ii). 150% of basic pay for Sr.Joint Secretary/Additional Secretary (BS-21) and Special Secretary (BS-22).

iii). Federal Secretaries and Additional Secretaries in-charge Ministries/Divisions to get a lump sum Executive Allowance of Rs.400,000/-

The Secretaries’ Committee discussed the matter at length and members were of the view that a uniform increase was a fair option with an additional incentive for Federal Secretaries, and Additional Secretaries in-charge of Ministries/Divisions.

The Committee noticed with concern that delay in finalization of the case was generating a feeling of anxiety amongst Federal Secretariat officers. It was, thus, strongly urged that Finance Division should finalize the case and send it to Prime minister’s Office for Consideration of the Prime Minister on priority.

The committee decided to recommend as under:-

a) A uniform raise of 120% of basic pay as Secretary Allowance for all employees BS-01 to BS-22 of Federal Secretariat;

b) A reasonable Executive Allowance for Federal Secretaries and Additional Secretaries in-charge Ministries/Division,

c) The aforementioned Allowance Should be made effective from 1st January, 2020; and

d) Finance Division to process the case on priority.
