The Election Commission of Pakistan issued the most urgent notification regarding imposing ban on transfers / postings throughout Pakistan. The order of ban on posting/transfer is issued on 15th August 2023. You can read here a complete notification with authorities signature.
The Election Commission has imposed ban due to the upcoming elections in Pakistan. The notification is issued through the special messenger due to the urgency of implementation.

It is forwarded to the Secretary Establishment Division Islamabad, The Chief Secretary Government of Sindh Karachi and The Chief Secretary Government of Balochistan. The letter is forwarded by the signature of Additional Director, General (Elections), Syed Nadeem Haider.

“I am directed to refer to the subject cited above, and to invite your attention to the Notification F.No.2(1)/2023-Coord dated 15th August, 2023 (copy enclosed) wherein the Hon’ble Election Commission of Pakistan has imposed ban on any kind of transfer / posting without prior approval of Election Commission of Pakistan.
In this regard it is reiterated that no posting / transfer be made without seeking prior approval of this Commission.”
