Government of the Punjab, Finance Department has issued the official Notification letter on 07 October, 2019 in connection with Grant of Time Scale Promotion.

I am directed to refer to your letter No. TM-1/1-1A/2019-20/227, dated 18-9-2019, on the subject and to state that the case has been examined and observed that two consecutive steps Time Scale Promotion are admissible to the officers in BS-16 & above having stagnant posts on completion of 20 years regular service with effect from 01-2-2019 in accordance with Para-1(ii) of Finance Department’s Notification No. FD.PC.40-12/2017, dated 19-4-2019.

However, fixation of the incumbent will be made on step to step basis instead of fixing directly to higher scale as already advised vide letter No. FD.PC.7-6/2017, dated 01-10-2018. Moreover, a post having no lower tier / upper tier line of promotion is called stagnant which may be got verified from the relevant Service Rules.
