Financial Aid in Lieu of Medical Reimbursement Claims

Lahore High Court, Additional Registrar (B&F) has issued the Notification letter on 8th April, 2020 in connection with financial aid in lieu of medical reimbursement claims.

I am directed to refer to the subject. cited above and to state that provisions under West Pakistan Government Servants (Medical Attendance) Rules, 1959 are required to be observed in order to regulate medical claims of Government Employees. In this context, in terms of Rules 3(I) & 6(I) of the said Rules, a Government servant or his family is entitled free of charge attendance/treatment in a Government hospital or if there is no such hospital as is referred to in such hospital other than a Government hospital in the opinion of the authorized medical attendant.

However, in case of his free entitlement under the above rules, if the Government Servant has to pay for his attendance / treatment, he shall himself make the payment in the first instance and claim the reimbursement of medical charges from Government afterwards, subject to completion of necessary formalities provided under Rule 3 (2) and 6 (5) of the said rules, Whereas, in terms of Rule 14 ibid, Government can relax provisions of these rules in case of special hardships.

That in some, cases no adequate treatment can be made possible in Public Sector Hospitals and the same are referred by authorized medical attendant to a private hospital, where huge expenses are to be paid by the employee from his own pocket. However, in certain cases the applicant officer/official feels difficult to meet with such huge expenses from his own pocket, so he/she makes request for grant of financial aid in lieu of reimbursement of medical charges.

In this regard, as per prevailing practice, the concerned D&SJ simply forward the reference for grant-in-aid/financial aid without necessary supporting documents which causes undue delay in presenting a complete case before the Hon’ble Authority for appropriate orders.

In view of the circumstances narrated above, I am directed to request you to on occurrence of only genuine situation (if any) forward a complete reference, duly accompanied by all the supporting documents viz., medical prescriptions, referral letter by the authorized medical attendant, vouchers / bills, cost statement duly issued and signed by the concerned hospital etc.

Moreover, necessary comments of the concerned D&SJ/Officer Incharge must also be given with regard to the financial position of the applicant as well as present health position of the applicant / ailing family member in order to avoid unnecessary delay.
