The latest notification in connection with Gilgit Govt announces 15% DRA (Disparity Reduction Allowance) has been issued by the Government of Gilgit Baltistan, Finance Department. I am directed to refer to subject cited above and to say that the Federal Government has granted Disparity Reduction Allowance-2022 @ 15% of the basic pay of Pay Scales 2017 w.e.f. 1st March, 2022 to the civil employees in BS 1-19 with the advice provincial Governments may consider the allowance for their employees from their own resources.

In this connection, it is submitted that Gilgit-Baltistan Government is being granted Grant-in-Aid annually which hardly covers the actual requirements of GB Government under ERE and operating expenses of the departments. Even though, the matter was placed before GB Cabinet in its 17th meeting for appropriate decision.

The GB Cabinet discussed the matter in light of the available budgetary space and directed to take-up the matter with Federal Finance Division, Islamabad to seek budget provision to consider the case. An amount of Rs. 1.8 billion has been assessed against the proposed allowance and it is not possible to adjust the anticipated expenditure against the allowance within the sanctioned Grant-in-Aid during the current financial year.
In view of above, it is requested to release a supplementary grant amounting to Rs.1.8 billion so that the case of 15% DRA could be resolved in letter and spirit of the Federal Government directives, please.
