The Government of Islamic Republic of Pakistan has received financial assistance from the “Asian Development Bank” for the Social Protection Development Project. BISP intends to apply part of the proceeds of this loan to payments for services titled “Hiring of Implementation Partner for BISP Graduation Proqramme“.
The objective of Graduation-BISE Is to increase the households’ income, skills and human capital to promote long-term welfare and ensure self-employment to graduate the chronic poor out of poverty. The target districts are Rajanpur, Upper Dir, Tharparkar, Awaran and Harnal. The estimated budget of the consultancy assignment as detailed in the Terms of Reference (TORs) is US $ 8 million or PKR 936 million (at an estimated exchange rate of PKR 117 = US$ 1), covering all activities indicated in the (TORs) and operational costs. BISP is seeking Re-Expressions of Interest (EOI) from reputable National NGOs, having permanent office in Pakistan, duly registered to practice in country having registration with Income & Sales Tax Departments for providing services, in implementing projects/programs related to graduation, poverty alleviation, asset transfer etc. Interested NGOs are required to provide requisite information to prove their Qualification/eligibility to perform the assignment
The short-listing Criteria are:
a) Technical Competence: (60%) In depth experience of delivering similar/comparable services to major Organizations or Donors’ assisted projects in Pakistan. Relevant experience of the NGO(s) of at least ten(10) years, which consist-of implementing and managing community-based programmes/projects on graduation, livelihoods, poverty alleviation, asset transfer, self employment, skilIs development, micro finance, capacity building, business development entrepreneurship, Inclusive business, bridging gaps between demand and supply of local level employment, loans at grass roots level; market linkages etc.
b) Management Competence: (20%) Particulars of organization having partners and Professional staff With their list, qualification, experience, address and proof that they are in the employment of the firm. Seasoned human resource professionals as mentors for coaching BISP Field Staff and beneficiaries for the implementation of the BISE Graduation, with evidence. Brief CVs shall be submitted for Partners/Directors/Senior Management and permanent senior technical staff members, and number of field officers. Corporate profile indicating years of operation, core competencies and management systems; Annual Reports, Audit reports etc.
c) Geographical Experience: (20%) Relevant experience of working preferably in the target districts, or in the same ,geographical region.
The NGO will be recruited based on the Quality and Cost Based Selection (QCBS) method, and in accordance with ADB’s Guidelines on the Use of Consultants by ADB and its Borrowers (March 2013) as amended from time to time. Method set out in the Consultant Guidelines can be perused at the website:

NGOs can either express their interest by applying offline to the address given below or online through ADBs Consultant Management System using the EOI format, available at BISP’s official website www.bisp.gov.pk. Access to the online Request for Expression of Interest may be reached through the link to Consultant Services Recruitment Notices (CSRN) available at csr.adb.org.
A NGO wishing to submit an EOI must be registered with the CMS. CMS registration Is accessible at http://cms.adb.orq. Any proposed sub consultants, or In case of joint venture partners (NGOs only) must also be registered with CMS. Any NGO encountering technical problems In accessing CMS should request assistance by email to cmshelptoadb.org. NGOs are recommended to update their OMS registration before commencing their EOI. Only shortlisted NGOs shall be issued the Request for Proposal ,(RFP) document.
NGOs are encouraged to provide materials that are specific to the proposed services, and to avoid submitting generic promotional material. The participating NGOs are also requested to provide their comments/feedback on the TORs. For online submission of Expression of Interests (EOls) the deadline shall be 11:59 pm (Manila Time) till 19-Nov-2019. For all those NGOs who wish to submit their Expression of Interests (EOls) off-line for the target districts, they should submit their EOIs as per the standard template available on BISP and ADB website, and complete in all respect to Additional Director General(Procurement Wing) on/or before 11:00 AM by 20-Nov-2019 which shall be opened on same date at 11:30 AM in the presence of the authorized representatives of NGOs, Who may choose to attend.
