PESRP, Programme Monitoring & Implementation Unit, Government of the Punjab has issued the official Notification letter to the Chief Executive Officers, District Education Authority, Attock, Bahawalnagar, Bahawalpur, Bhakkar, Chiniot, D.G. Khan, Jhang, Jhelum, Kasur, Layyah, Lodhran, Mianwali, Nankana Sahib, Okara, Rahim yar Khan, Rajanpur & Sheikhupura on 18th October, 2019 in connection of payment of honorarium for Insaf Afternoon School Programme.
The Insaf Afternoon Schools Programme has been launched w.e.f April 2019 in 22 Districts. The District Education Authorities are primarily responsible to make it successful. An orientation session about the programme was held on 15th March 2019 followed by a follow-up meeting on 12th April 2019 at PMIU in order to take the CEOs on the board.
On the basis of information received from the districts, 152 functional schools have been finalized for payment of honorarium @ Rs. 318,000/- per school. These schools were not paid honorarium during the first payment cycle for 403 schools. The total amount Rs. 48.336 million for these 152 schools has been transferred into SDAs of CEOs in 17 districts. List of schools is attached (Annex-A).
The provided funds are required to be transferred by CEOs to the bank accounts of the School Councils through the routine NSB mechanism. These funds will be used by the 152 school councils for the payment of honorarium to the teaching and non-teaching staff of Insaf Afternoon Schools.
More funds will be provided later as per approved rate. Since enrollment campaign runs till October, it has been decided by the School Education Department that the full honorarium will be paid to teaching and non-teaching staff till October.
After that, the honorarium will be paid on a proportionate basis, except that is will not be less than fifty percent of the monthly rate is any case. Moreover, as per revised policy, the Head Teachers who are not teaching in the afternoon session will only receive honoraria minus the teaching allowance, which will be Rs. 2000/- for high school level and Rs. 3000/- for middle school level.

As already has been communicated that the CEOs will ensure that the Head Teachers / Headmasters and School Councils pay the honoraria as per policy and in a transparent manner. The schools will also maintain proper record including a separate cashbook which will be checked at the time of monitoring.
The CEOs will provide a progress report (including school-wise details for payment of honorarium along with enrollment figure and staff working in afternoon classes) to PMIU in the first week of each month.
