Implementation of School Based Assessment SBA

Punjab Examination Commission (PEC) has issued the official Notification letter on 27th February, 2020 in connection with implementation of school based assessment SBA.

Recently, Government of the Punjab has approved a new Assessment Policy Framework (APF) for Punjab. According to this, Punjab Examination Commission (PEC) is not taking exams of grade 5 from the year 2020.

Now, School Based Assessment (SBA) will be strengthened in schools and classrooms. Schools will take assessment of grade 5 students along with the assessments of other classes in March, 2020 by their own under the supervision of school heads. Role of PEC will be to facilitate and support the schools in establishing a uniform and coherent curriculum-based assessment system.

For quality of instruction, a quality assessment is imperative that has a wash back effect on students learning and teaching. To facilitate the system, PEC will provide standardized item bank, rubrics, keys and uniform template of report card along with guidelines in written and videos form to facilitate the teachers in constructing papers, marking and report card preparation.

PEC has given orientation about new School Based Assessment and imparted training to the district administration and teachers of all schools of all districts from 19th – 25th February, 2020 about paper construction, SOPs of conduct, paper marking and report card preparation.

DEO-EE-M has been nominated as focal person for SBA at district level. In his responsibilities, he will set up a control room at district level to ensure smooth conduct of SBA.

He will ensure the implementation of SBA under the supervision of CEO (DEA) concerned and in support with DEO (SE), DEC (EE-W), DDEOs, and AEOs. He will contact schools other than those of SED i.e. literacy and non formal education “department, PEF, PIEMA, COEs, private school chains etc. to get them registered and give orientation about SBA and ensure timely delivery of item bank, keys and rubrics, report card template to these schools.

PEC will upload item bank on SIS on 1st March, 2020, whereas, keys and rubrics for marking will be uploaded on 4th March, 2020. Schools will conduct exams, mark the papers, prepare the report cards and will handing over report cards to parents on 31st March, 2020.

You are directed to implement School Based Assessment of grade 5 in true letter and spirit and submit a certificate to PEC about the successful implementation of SBA at key stages on 4th March, 2020 about complete access of item bank and related material to schools, and on 5th April, 2020 about successful completion of SBA.
