Notification of Non-Practicing Allowance To Doctors in Pakistan 2020-21
A 45th minute of meeting of Standing Committee of the Cabinet of Finance & Development held on 12-11-2020 at 10:30 A.M in the Committee Room of B-Club Lahore on the subject noted above.
The said Cabinet Committee has considered and referred the matter for the finance department for consideration and decision in consultation with this Department.
It is submitted that a meeting was conducted in Special Secretary (E&CF) on 16th November, 2020 as decided in the meeting that the proposal of Administrative Department is endorsed regarding admissibility of Non-Practicing Allowance to all doctors irrespective of place pf posting.
Clarification Regarding Non Practicing Allowance 2020
Government of Punjab Finance Department has issued the official Notification letter on 17th January, 2020 in connection with notification of Non Practicing allowance 2020 clarification.
I am directed to refer to your letter No. SI(B&A)1-69/2019/9940 dated 06.12.2019 on the subject noted above and to intimate that Non-Practicing Allowance was not admissible to the doctors of Tehsil Headquarters Hospitals as per Health Department’s letter No. SO (H&D) 16/113-69 (Provl,) dated 04.02.1975 (Copy enclosed).
Therefore, the Administrative Department may clarify that under which policy the Non Practicing Allowance 2020 is admissible to the doctors serving at Tehsil Headquarters Hospitals, District Sargodha.
Non-Practice Allowance for Doctors in Health Punjab
Government of the Punjab, Primary & Secondary Healthcare Department Lahore has issued the official Notification letter on 6th December, 2019 in connection with Non-Practice allowance for doctors in health department Punjab.
Please refer to your letter No. FD.SR-I/6-7/2018 dated 25-11-2019 on subject noted above.
It is stated that Department is of the view that Non-Practicing Allowance applies to all doctors working in Primary & Secondary Healthcare Department irrespective of their place of posting and should be mixed with another allowance.
I am directed to request you to take further necessary action into the matter.
Non-Practicing Allowance for Doctors – Clarification Details
Government of the Punjab, Finance Department has issued the official Notification letter on 15 October, 2019 regarding Clarification regarding Non-Practicing Allowance for doctors.
Will the Section Officer (B&A), Government of the Punjab, Primary & Secondary Healthcare Department kindly refer to his No.SO (B&A) 1-69/2019, dated 30.06.2019 on the subject noted above?
The case has been examined. Finance Department endorses the view of Primary & Secondary Healthcare Department that “Health Sector Allowance” and Practice Compensatory Allowance” are separate allowances. If a doctor submits affidavit that he is not practicing. He may be allowed for “Non-Practicing Allowance”. Further, if a doctor is working in a periphery and doing practice there, he is eligible for “Practice Compensatory Allowance”.
