Government of the Punjab Finance Department has issued official Notification letter on 4 January, 2019 regarding Restructuring / Re-Designating / Distribution of Work Amongst Sections and Creation of New Sections.

No.E&A(FD)11-1/2015(Pt-I). In continuation of this Department`s employees Notification letter of even number dated 10.02.2017, following restricting / re-designating / Distribution of work among Sections and creation of few new Sections for smooth and efficient working within Finance Department, is hereby made with immediate effect:-
SS WING
i). The post of Deputy Secretary (Schools & Social Services) is re-designated as Deputy Secretary (Social Services), Finance Department.
ii). The post of Deputy Secretary (Higher Education) is re-designated as Deputy Secretary (Education), Finance Department.
iii). All matters/grants of Special Education Department and literacy Department which are presently dealt by section (IC&YA/SS&Lit) re shifted on the work load of Section (Schools), Finance Department, under supervision of Deputy Secretary (Education), Finance Department.
iv). Section (IC&YA/SS&Lit) is re-designated as Section (IC&YA), finance Department.
ES WING
i). A new Section namely Section (P&D/Energy) is created under the supervision of Deputy Secretary (Infrastructure), Finance Department.
ii). All matters/grants of P&D Board and Energy Department which are presently dealt by Section (I&P/P&D) is shifted on the work load of section (P&D/Energy), Finance Department.
iii). Section (I&P/P&D) is re-designated as Section (Irrigation), finance Department.
LGF/GENERAL WING
Maters relating to following Departments which are presently dealt by Section (General-I) are shifted on the work load of Section (General-II), Finance Department:-
♦ VIP Flight Maintenance and Operations Cell, S&GAD.
♦ Aviation Flight (RW), S&GAD.
♦ Overseas Pakistanis Comission
♦ Punjab Procurement Regulatory Authority (PPRA)
♦ DG Protocol, Punjab
♦ Planning & Development Department
♦ Maters relating to following Departments which are presently dealt by Section (General-I) are shifted on the work load of Section (General-III), Finance Department:-
♦ Archive Wing, S&GAD.
♦ anti-Corruption Establishment
♦ Anti-Corruption Courts / Special Judges
♦ Local Government & Community Development Department
♦ Budget of the offices of Commissioners & Deputy Commissioners.
RESOURCES WING
i). Section (Public Debt) is re-designated as Section (Federal Finance), Finance Department.
ii). All matters relating to Cash Development Loan and Receipts of Amounts recover by NAB, which is presently dealt by Section (PD) are shifted on the work load of Section (Loans) and Section (Tax), Finance Department, respectively.
REGULATIONS WING
i). Regulations Wing, in addition to its own functions, will also look after services matters relating to Rules / Regulations of Employees of local Governments, Autonomous Bodies, Companies, Authorities, Continent Paid Staff, Work Charge and Daily Wages Staff.
ii). An existing post of Deputy Secretary is re-designated as Deputy Secretary (Service Maters), Finance Department and placed under the control of Addl, Finance department (Regulations).
iii). A new Section namely Section (SR-IV) is created under the supervision of Deputy Secretary (Service Matters), Finance Department, Following subjects of Section (SR-I) are transferred on the work load of Section (SR-IV), Finance Department:-
♦ TA/DA Rules and its ancillary matters
♦ GP Fund Rules
♦ Utility and Judicial Allowances
♦ Hard Area / Hill Area Allowance
♦ Un-Attractive Allowance
♦ Washing Allowance
♦ Integrated Allowance
♦ Dress Allowance and Uniform Allowances
♦ Project Allowance
♦ Overtime Allowance
Another new Section namely Section (SR-V) is created under the supervision of Deputy Secretary (Service Matters) which will deal with service matters relating to Rules / Regulations of Employees of Local Governments, Autonomous Bodies, Companies, Authorities, Contingent Paid Staff, Work Charge and Daily Wage Staff.
