Directorate of Public Instruction (Elementary Education) Punjab has issued the official Notification letter on 11 October, 2019 in connection with regularization of Educators under Punjab Regularization of Service Act, 2018 and amendment through an Ordinance dated 24-7-2019 Notified Vide No.SO(ERB)(S&GAD) 5-19/2018, dated 29-7-2019.
Reference Govt. of the Punjab, School Education Department letter No.SO (SE-III) 5-225/2017(P-1) dated: 07.10.2019 on the subject cited above.
Through above referred Govt. of the Punjab, School Education Department letter dated 07-10-2019, it has been directed to submit regularization cases of SSEs (BS-16) to be regularized under Punjab Regularization of Service Act 2018 and Punjab Regularization of Service (Amendment) Ordinance, 2019 to the Punjab Public Service Commission through this Directorate after observing all codal formalities.
In this regard, I am directed to enclose herewith a copy of Govt. of the Punjab. S&GAD (Regulation / O&M Wing), dared 01-03-2013 (Annex-A), Punjab Public Service Commission Requisition Form containing 04 Pages (Annex-B), format of synopsis of the Character Rolls (Annex-C), a copy of Punjab Regularization of Service Act, 2018 (Act XV of 2018) (Anex-D) and copy of Punjab Regularization of Service (Amendment) Ordinance, 2019 (VII of 2019), dated 24-07-2019 (Annex-E).
You are, therefore, requested to prepare working papers, synopsis and personal files of SSEs of your district appointed as SSEs (all categories) in the year 2014, 2015 & 2016 and have completed continuous three years of service / or going to be completed on 24-10-2019. While preparing working papers following instructions/guidelines may strictly be observed.
Guidelines (Regarding documents to be attached)
Three sets of working papers of each category separately along with (i) synopsis, (ii) application of educator for regularization, (iii) verified copy of appointment orders by appointing authority, (iv) first joining report (must be verified by appointing authority) (v) attested copy of CNIC (vi) Attested copy of Domicile (vii) Transfer order if any (must be verified by CEO (DEA) concerned, (viii) No Enquiry under PEEDA Act 2006, Certificate (ix) PERs for the last 03 years (Results for the last 03 years may be reflected) (x) Verified Degrees / certificates (xi) No Punishment Certificate (xii) No demand, No Audit Para Certificate (xiii) Punjab Public Service Commission Requisition Form (Xiv) Recruitment policy of 2014 and 2016.
Guidelines (Regarding preparation of documents)
1). Working Papers will be prepared only for eligible candidates under above mentioned letters , Act and ordinance.
2). Working Papers will be prepared separately for Male and Female Educators.
Working papers will be prepared separately category-wise (Computer Science, Bio, Chemistry, Mathematics, Physics, English and Urdu etc.)
4). For each category only one working paper (three sets) will be prepared in respect of educators who have been appointed/recruited w.e.f 2014 to 2016.
The Punjab Public Service Commission (PPSC) requisition for will be filled by the CEO concerned and against Sr.No 2, Name of the Post will be mentioned (e.g if the SSE computer science is proposed to be regularized then SST (Computer Science) will be mentioned, against Sr No.3 Total No of Post of each category (from 2014 to 2016 which are to be regularized) will be mentioned.Against Sr No 9-a information about job description of post is required and for the purpose on the back of Punjab Public Service Commission Annex-A is printed, this information has been filled in by this Directorate and it must be attached accordingly. Against Serial No 9(c) this portion will be filled only for SSE (Computer Science). Against Sr. No 14, information relating to court case / stay orders must be filled after proper scrutiny and then tick relevant block: yes or No. In case any litigation complete details of case alongwith documents be provided. Only important nature Sr. Nos of prerequisite are discussed above and remaining information will also be filled by you properly / complete in all respect.
How to present working paper in this Directorate
All documents relating to personal record of educators as mentioned above paras will be placed in separate file (03 sets) and on the top / outside the file cover only copy of synopsis and working paper will be attached. Where the name educator appears in working paper that portion may be highlighted. Again mentioned files will be prepared category wise and Male & Female separately.
These working papers must be submitted completed in all respect on 13-10-2019 without fail.
Note: Following documents may attached with Punjab Public Service Commission requisition from and it may be provided separately alongwith documents at the time of submission of working paper.
1). Copy of Govt. of the Punjab S&GAD Department (Regulations/O&M Wing) dated 1-3-2013.
2). Services Rules/recruitment policy 2014 and 2016.
A certificate to the effect may also be provided addressing to DPI(EE) with No. and date that all documents and information attached and incorporated in Synopsis, working paper as well as Punjab Public Service Commission Requisition Form are correct.
