Regularization of PM Assistance Package Employees

Regularization of PM Assistance Package Employees notification has been issued on 23rd December 2022 by the Government of Pakistan, Cabinet Secretariat, Establishment Division. The subject of the office memorandum is “Provision of Regular appointment under the item “Employment” in the Prime Minister’s Assistant Package for the families of Government employees who die in service. All the employees who are doing government jobs under PMAP 2006 & 2015, the government has issued an order to make their employment permanent but with a condition that these employees will have to pass the eligibility test for the post and if any If he fails in this test, he will be permanently demoted to a lower grade from that grade.

For example, if a person is recruited as a Stenotypist or Assistant, he/she will have to pass the standard test of Public Service Commission which is conducted for the post of Stenotypist and Assistant, Short Hand and Typing Speed Test etc. If it fails, it will be permanently posted below it in the post of UDC or LDC etc. So all such employees should start preparing for the test as per the standard of Public Service Commission as per their respective post.

Regular Appointment Under PM Assistant Package

The undersigned is directed to refer to this Division’s O.M No. 7/40/2005-E.2 dated 13-06-2006 and OM-8/10/2013 E-2 dated 04-12-2015 on the above state that the Prime Minister has been pleased to approve following amendment/ addition under the item “Employment”:

1. The provision of “Contract Appointment” under PMAP-2015 is replaced with “Regular Appointment” with immediate effect, in accordance with Civil Servants (Appointment, Promotion and Transfer) Rules, 1973, except the condition of Advertisement which has already been relaxed by the Prime Minister.

2. In case of Regular Appointment under PMAP-2015, if the applicant fails to pass the aptitude/skill test required for a specific post up to BS-15 under Civil Servants, (APT) Rules, 1973, the opportunity of Regular Appointment shall be extended to next lower posts.

The Prime Minister has further been pleased to approve that the services of contract employees appointed under PMAP-2006 and PMAP-2015, who are still working under the existing contract, shall be regularized with immediate effect, as one-time dispensation.

All Ministries/Divisions are requested to ensure circulation of the above mentioned amendment/addition to their attached departments and sub-ordinate offices under their administrative control for implementation in letter and spirit.
