Salary Pension Conveyance Allowance Increase in Budget 2023-24

First of all, I would like to congratulate for all the government employees in Pakistan upon increasing Salary, Pension, Conveyance Allowance and Revision of New Pay Scale 2023 after merging the adhoc relief allowance 2016 to 2022. The budget speech was presented today on 10th June 2023 by the Federal Finance Minister Miftah Ismail. The Federal Cabinet has approved the 15% Salary increase of all federal government employees and also increase 5% pension to all the all the pensioners of Federal Govt. The conveyance allowance has also been increase upto 100% to all government employees.

The Finance Minister Miftah Ismail has briefed about the final decision of increasing salaries of Government employees are remain same decided in Budget 2022-23. It is also discussed that IMF has no relation with salary increase. The circular of salary increase to all Government departments will be issued soon.

Budget 2023-24: Salary Pension Conveyance Allowance New Pay Scales 2023 Details


The following relief measures are proposed for Government employees and pensioners in the Budget 2022-23:

Revision of New Pay Scales-2023:

For the Federal Government employees, the Adhoc Relief Allowances 2016, 17,18,19 and 21 will be merged in the Basie Pay Scales 2017 with effect from 1 July 2022, thus introducing new pay scales BPS-2022.

New Pay Scale Chart 2023:

After merging of Adhoc relief Allowances 2016, 17, 18, 19, 21 then point to point basic scale effective from 01-7-2022 (BPS-01 to BPS-16 – 40% merge, BPS-17 to BPS-20 – 35% merge, BPS-21 and BPS-22 30% merge).

15% Adhoc Relief Allowance 2023:

Grant of 15% Adhoc Relief Allowance on the running basic pay of BPS-2017 to all Federal Government employees with effect from 1 July 2022.

15% Increase of Pension to Pensioners:

The exist ing rate of pension (i.e.10%) allowed in March 2022 to the pensioners of Federal Government will be enhanced to 15% with effect from 19 July 2022.

Executive Allowance For BPS-17 to BPS-22:

Executive Allowance will be granted to the officers working in Federal Secretariat in BPS 17 to 22 @ 150% of the basic pay, with effect from 1st July 2022 in line with that granted by all provincial governments.

15% DRA-22 To Officers BPS-20 to BPS-22:

The Disparity Reduction Allowance 2022 @ 15% (already provided to BPS 1-19 in Mar 2022) will be extended to the officers in BPS 20 to 22 on the existing terms and conditions with effect from 1st July 2022. This is aimed at reducing disparity for senior officers such as principals, Secretariat officers and officers of attached departments such as Auditor General’s office, Meteorology department, Bureau of Statistics, Oceanography, Archives, different training institutes, libraries etc.

100% Increase of Conveyance Allowance 2023:

Conveyance allowance will be enhanced by 100% with effect from 1stJuly 2022.

Transport Allowance For Officers:

Transport Allowance will be granted to the officers working in Federal Secretariat in BPS 17-19 @ Rs. 25,617 in place of Conveyance allowance with effect from 1st July 2022.

100% Increase Qualification Allowances:

The existing rates of qualification pays will be enhanced by 100% with effect from 1st July 2022.

Increase of Orderly Allowance:

Orderly Allowance will be increased from Rs.17,500 to Rs.25.000 w.e.f.1st July 2022.

Increase of Driver Salary Rates:

The existing rates of Drivers salary embedded in Transport Monetization will be enhanced to Rs. 25,000 with effect from 1st July 2022.

Deletion of Entertainment Allowance:

Entertainment allowance will be abolished w.e.f. 1dt July 2022.

Merging Criteria:

The merger is subject to the conditions that:

  1. All the Special Pays, Special Allowances or the Allowances admissible as percentage of pay (including Medical Allowance and House Rent Allowance but excluding those which are capped by fixing maximum limit) and the Allowance Special Allowance equal to one month basic pay, granted to Federal Government employees irrespective of his/her posting in Ministry/Division/Department/Office etc. including civil employees in BPS 1-22 of Judiciary shall stand frozen at the level of its admissibility as on 30-06-2022.
  2. An additional increase of 5% and 10%, in BPS 17-20 and BPS 21-22 respectively, will be included in Ad hoc Relief Allowance 2019 in order to remove the expected anomalies. Upon introduction of BPS 2022 the Ad-hoc Relief Allowances granted w.e.f. 01-07-2016, 01-07-2017, 01.07.2018, 1.07.2019 and 01-07-2021 shall cease to exist with effect from 01-07-2022.)

According to criteria provided for the introduction of new pay-scales 2022, the table prepared looks misleading as suppose a person is at 12th stage of 18 scale His Basic Salary is 69920, the ARAs of 2016,17,18,19( rectified 10%) and 1921 are added as 32249 and hence He is at time receiving 69920+32249=102169 for 6 items and the table you prepared is giving a value corresponding to 69920 as about 93000 which is surely misleading. Plz update the table after proper rectification keeping in view the criteria given in the end especially for 17,18,19,20,21 and 22 scales. Thanks
