I am directed to refer 10 the subject noted above and to state that Primary School Teachers (PSTs) form almost 60% of all public-school teachers in Punjab, focusing on the professional development of PSTs will not only improve the quality of primary education but also reform our educational structure on the whole QAED launched school-based CPO pilot in 06 districts (Jhelum, Khushab, Chiniot, Pakpattan, Lodhran & Rajanpur) from November 2019 to February 2020.
The school-based CPO model seeks to create an effective mechanism to support PSTs at their schools, in which the Assistant Education Officers (AEOs) lay the role of observers and mentors, The school-based CPD model is a paradigm shift from convention at race-to-face training to a blended training approach – a combination of online training through digital modules and face-to-face classroom observation by AEOs and discussion among PSTs of a Markaz in monthly Teacher Forum Meetings organized by AEOs.
Piloting of school-based CPD in 06 districts was to accomplish the target of DLI-6 of the third Punjab Education Sector Programme (PESP-III) tor tho year 2019-20. which was completed successfully. Now, the target of DLI-6 for the year 2020-21 is to extend school-based CPO of PSTs in 12 districts.
QAED Punjab and PESP-III technical assistance team have developed a new online course for CPD for PSTs namely Innovative Teacher Support Package (lTSP). The package was piloted in three districts where school-based CPD was launched. The response to the piloting of ITSP was positive and supportive from AEOs as well as PSTs.
Therefore, QAED Punjab has planned to extend the CPD of PSTs of primary and middle schools of all districts of Punjab. Accordingly, QAED has prepared a concept note for school- based CPO of PSTs in all districts of Punjab. This training will be conducted out of the regular available annual budget of QAED.
I am further directed to request to extend full cooperation to provincial QAED and district QAEDs to roll out this CPD of PSTs in their districts, effectively and compliance report in this regard may be furnished to this Department.
