Sindh Government, Sindh Education Foundation has issued the official announcement of request for proposal on 2nd October, 2020 in connection with SEF new Foundation Assisted Schools 2020-21.
“Government of Sindh aims at improving access to equitable, inclusive and quality education for all to realize their fullest potential and contribute to the development of society and economy, thus creating sense of nationhood, inculcating values of tolerance, social justice and democracy” (Chief Minister,Sindh/Chairman SEF Board of Governors)
The Honorable Chief Minister Sindh, in pursuance of this commitment had announced in his budget speech (2020-21), to increase the access to education for the underserved population in the province through Foundation Assisted Schools. In this background, the Sindh Education Foundation intends to initiate another round of opening of new Foundation Assisted Schools in all districts of Sindh province for Individuals / Organizations for the establishment and management of schools under Foundation’s Public-Private Partnership modality.
- Per child per month subsidy;
• Rs. 700 for Grades Katchi – V
• Rs. 1000 for Grades VI – VIII
• Rs. 1200 for Grades IX – X
2. Provision of free textbooks and learning materials.
3. Professional Development & Capacity building of the Teachers/Head Teachers.
‘SEF is in the process of review of subsidy rates which, may be enhanced, Subject to approval of the Board and availability of funds.
Eligibility Criteria For Site (SEF New Foundation Assisted Schools)
i. A School will be supported only if there is verifiable evidence for the need of the school in the proposed locality; meeting the criteria at NOT having government or any SEF school of same category in the radius of 0.5 km.
ii. School can be Elementary (Katchi – VIII), Middle (VI – VIII) or Secondary (Katchi _ X) as per following requisites:
Category wise Potential Enrollment:
- Elementary (Katchi – VIII): 150
- Middle (VI – VI): 100
- Secondary (Katchi – X) : 250
iii. School site has provision of establishing adequate viable physical infrastructure, including proper functional washrooms, drinking water, electricity and boundary wall and play area.
iv. There should be availability of adequate space for fulfilling the need of the category of the school applied for.

Who Can Apply For SEF New Foundation Assisted Schools
Individuals who; .
1.Have minimum qualification of graduation from recognized institutions.
2. Have three years’ of relevant experience in the Education Sector, whereby the experience must relate to running formal educational institutions.
3.Are NOT serving Government Teachers/Employees
i. Must be registered with relevant Government Authorities.
ii. Must have either net worth of PKR. 5 million or turnover of PKR. 2.5 million for the last 02 fiscal years as defined in RFP.
iii. Must NOT be black listed by or on the watch list of any relevant regulatory agency of the state for Violation of any relevant law(s). An undertakinq on stamp paper of Rs.100 will be required.
iv.Must NOT have any serving government teachers/HTs and/or government employees as office bearers in the organization.
v. Must possess at least three years’of relevant experience of running educational institutions.
The RFP along with all required having the following contents:
- One printed original; envelope clearly marked as “RFP-ORIGINAL“
- One printed copy; envelope clearly marked as “RFP -Copy“
- One electronic copy (on USB drive); clearly marked as “RFP_ SOFT COPY”
In the event of any discrepancy between the original and any copy, the original shall govern. Selection Will be made through a transparent evaluation process. Proposals having incomplete, incorrect or false information and those received after the due date shall be rejected Proposals with required information and supporting documents must be submitted latest by 30th October, 2020, on or before 3:00 p.m. RFP document can be downloaded from SEF official website www.sef.org.pk
Sealed proposals along with Pay Order l Demand Draft (mandatory and non-refundable) of Rs.2,000/ (in the name of “Sindh Education Foundation” for each proposed school must be submitted at the SEF’s Head Office clearly mentioning the following details on the envelope:
