The School Education & Literacy Department, Government of Sindh, invites proposals from reputable and experienced firm(s)/consortia to prepare a Feasibility Report along-with Transaction Advisory Services for Non-Formal Education project.
The School Education & Literacy Department has considered to establish Nonformal Centers under PPP mode in Sindh. These centers shall cater the significant number of out of school children in Sindh and making them streamline with the formal education sector by imparting accelerated curriculum. The out-of-school children aged between 5 to 9 years constitute 22%, whereas 78% of out-of-school children lies between 10 to 16 years which raises a demand for an alternate education program for out-of-school children.

Non-Formal Education Project 2021 Sindh – Brief Scope
The detailed scope of work for the transaction advisor to develop the project is provided in the RFP. However, briefly, the Transaction Advisor/ Consulting Firm(s) shall be expected to perform following tasks:
- Conduct Technical Feasibility of the proposed project.
- Conduct Legal, Financial viability Study, PPP options analysis, Socio Economic and provide Transaction Advisory Services in respect of the project.
- Assist School Education & Literacy Department in marketing the project to the interested mix of potential bidders, and administering the bidding process for implementation of the project till signing of the Concession Agreement.
Eligilbity For Sindh Non-Formal Education Project 2021
Registration with Sindh Revenue Board (SRB), relevant tax authorities. Further eligibility is mentioned in the RFP document.
