Supreme Court of Pakistan has issued the Judgment on 8th January, 2020 in favour of Petitioner on the case filed regarding the upgradation of System Analyst BS-18 to BS-19.
According to Gulzar Ahmad, CJ:- We ha heard learned counsel for the parties. There were four pots of system analyst in BS-18 in Pakistan Military Accounts Department. Pursuant to the notification dated 25-7-2014, two posts of system analyst were upgraded from BS-18 to BS-19 and they were also re-designated as joint Director.
The Petitioners were aggrieved by the said notification in that they were also working as System Analyst in BS-18 in Pakistan Military Accounts Department and their posts were not upgraded in BS-19. Such claim of the Petitioners was not accepted by the Department which led them to filing of writ petition in the Peshawar High Court, Peshawar. The said Writ Petition, vide the impugned judgement dated 14-12-2017, was dismissed.
The learned counsel for the petitioner has contended that the upgrdation of the posts is a policy matter of the government and once the government decided to upgrade a post, such upgradation has to be made not selectively but across the board.
