Government of the Punjab, Finance Department has issued the official Notification letter on 3rd February, 2020 in connection with time scale upgradation in Punjab.

I am directed to refer to the subject cited above and to state that a question has arisen as to whether Time Scale Up-gradation is admissible to the employee who is appointed against a post having no upper tier / line of promotion and has two mode of appointment i.e. by initial appointment as well as by promotion.
It is clarified that the case of an employee who is appointed against a post having no upper tier / line of promotion by initial appointment would be dealt in accordance with para-1 (ii) of Finance Departments Notification No.FD.PC.40-12/2017, dated 19.04.2019.

Whereas, the case of an employee who is promoted against a post. but having no upper tier / line of promotion would be dealt in accordance with para-1 (i) of Finance Department’s Notification No.FD.PC.40-12/2017, dated 19.04.2019.
